KIRK Computer Systems Ltd. is a leading edge systems development firm in Canada’s Northwest Territories. With the wilderness at our windows, we have provided systems consulting, development and maintenance services to various departments of the Government of the Northwest Territories (GNWT), various boards and agencies, and the private sector. We are proficient in micro, mainframe, and web-based applications. We specialize in web-based applications that interact with SQL databases. KIRK has also been instrumental in originally connecting the North to the Internet. For our contributions to the development of the Canadian Internet, KIRK has been recognized by Prime Minister Jean Chretien as a "builder of Canada’s information society".

Microsoft Certified Solution Provider

On January 1,1999 KIRK became a Microsoft Certified Solution Provider. We receive resources and training directly from Microsoft to help us to solve business challenges across industries for customers using Microsoft technology. Also our MSDN membership gives us hands on experience with the latest Microsoft products. Our systems and development experience includes the following Microsoft software:


Networking

Several years ago, we established a wide area network in Yellowknife, using high-speed radio links. At the time, KIRK Computers Systems, the FMBS, MACA, and the departments of Finance and Education were connected to this network.

For the Department of Education, we have also installed a wide area network connecting the schools in Yellowknife using high-speed radio technology. A number of ISPs in Yellowknife are also using this network now.

Internet

KIRK Computer Systems Ltd. has embraced Internet technology and firmly believes that it will be the application platform of the future, particularly here in the north where the high cost of travel, limited regional computer support, and the present bandwidth limitations are a serious consideration.

We use Microsoft Internet technologies to build web based projects. Microsoft Internet Information Server combined with Microsoft SQL Server provides an ideal and powerful platform for hosting web based applications. A number of these applications include:

Microcomputers

On microcomputer systems, our development and application experience includes the following projects:

Our expertise encompasses a number of database systems, including several implementations of SQL-based databases. We have developed both standalone and networked microcomputer systems.

Mainframes

Our team has extensive experience on the GNWT HP3000 systems using PowerHouse and COBOL, and including the use of IMAGE databases and KSAM files. This experience includes both the older Classic and the newer Precision architecture. Our combined GNWT mainframe programming and systems analysis experience includes all departmental systems, as well as systems of the NWT Housing Corporation and Aurora and Nunavut Colleges.

Information Systems Strategies

In addition to consulting with numerous departments and on government-wide studies, members of our project team participated in the Government Accounting Systems (GAS) Strategic Plan for the Office of the Comptroller General. The purpose of this study was to develop a comprehensive strategy for accounting systems throughout the government, and eventually to replace FIS. The report was accepted by the Comptroller General as a general strategy for future development of accounting systems and the government has continued to move toward the study’s overall recommendation to decentralize accounting systems to departments.

In addition, we have assisted the Workers’ Compensation Board, the FMBS, MACA and Economic Development in devising their hardware and networking strategies. We have also developed a Departmental Information Systems Management Framework to guide departments in managing systems development projects.

Systems Audit

In addition to evaluation of system controls in the course of our development projects, we also conducted an Operational Systems Audit of the Justice Information System for the Territorial Audit Bureau. This audit included evaluations of: system, user and operations documentation; input/output controls; system maintenance procedures; data integrity and security controls; user satisfaction; system enhancement procedures; backup, recovery and contingency planning; and cost effectiveness.
